Conservation Resources (CR) successfully partnered with a Maltese agency to deliver a tailored storage solution for Archive and Records Section of the Public Works Department. The project involved the design, manufacture, and shipment of 88 A0 size, ten-drawer Plan Chests and accompanying plinths to accommodate the archive's extensive collection of architectural drawings and plans. This critical infrastructure upgrade, initiated in July 2024 and completed in September 2024, has significantly enhanced the protection and accessibility of Malta's invaluable heritage.
Customer Overview
The Archive and Records Section of the Public Works Department sought to replace their outdated wooden Plan Chests with a more secure and durable storage system. The existing storage solution had become inadequate in protecting the delicate archival materials, necessitating a comprehensive upgrade. After careful evaluation and budget allocation, CR were chosen to provide a bespoke solution that met their specific requirements.
The Challenge
The project presented several complexities. The primary challenge was the transportation of 88 large, heavy Plan Chests across international borders while ensuring their integrity. Additionally, the specific dimensions and weight of the Plan Chests required careful consideration for both manufacturing and shipping.
The Conservation Resources Solution
CR engineered a customized solution to address the unique needs. Each Plan Chest was meticulously crafted to BS EN 10130:2006, ensuring optimal strength and durability. The chests were finished with a powder coating in RAL 7035 to BS3900, providing a protective and aesthetically pleasing finish.

To ensure the highest quality standards, CR implemented a rigorous quality control process. Following manufacturing, each Plan Chest underwent a meticulous inspection by both the CR and manufacturing teams. This comprehensive inspection verified that every unit met the specified design and quality criteria. A detailed checklist was completed and signed off for each chest, providing a traceable record of quality assurance.
To overcome the logistical challenges of shipping, CR implemented a robust packaging strategy. Each Plan Chest was carefully pallet-wrapped and secured within shipping containers to minimise the risk of damage during transit. Initially estimated as a two-container shipment, a thorough assessment led to the decision to use four containers to guarantee the protection of the valuable cargo.
Results
The successful delivery and installation of the Plan Chests have significantly improved the storage conditions for the Archive and Records Section of the Public Works Department. The new steel Plan Chests provide enhanced protection for the archival materials, safeguarding Malta's cultural heritage for future generations.
